Introduction

The Materials Management department in MCL is engaged in vital material inputs that spur production growth in a fair, accountable, cost effective and transparent manner.

The purchase functions in Mahanadi Coalfields Limited (MCL) are carried out by Materials Management Division headed by the General Manager (MM)/HoD who reports to the Director (Technical) MCL. Purchase functions are also carried out at  Area HQ/ Projects/ Mines/ Units/ User Departments by the Material management section of respective Area, as per powers delegated to them.

The basic aim of procurement function is to ensure five essential parameters (5R’s) in every procurement decision. The primary objective is to procure plant & machinery, equipment & spares, consumables and other stores & materials required by indenters with a view to:

a) Help and maintain continuity of production, by arranging timely supplies as per users' requirement.

b) Ensuring that items purchased are most economical, taking into account their quality, durability, efficiency, etc.

c) Developing and promoting an effective, healthy and harmonious buyer– seller relationship to ensure fair play and equity

There are two sections in Material Management Department in MCL HQ.
1:   Purchase Section- Looks after the procurement of goods
2: Store Section- looks after disposal of the surveyed off scrap material, stores and inventory management, preparation of various reports related to material management department

Activities

    • Material Management Department in HQ deals in three major functions as-

    • A. Procurement of Goods

    • The procurement of the goods is done at MCL HQ Material management department for all HEMM, UGMM equipment, Vehicles, A and B class spares, consumables and other centralized items.
      The Procurement of de-centralised items is taken by Area Purchase cell of respective Areas. Decentralized item consisting of C-class items, Low value P&M items, consumables, spares of the equipment for preventive maintenance after GPCC, etc at Area level/unit level as per the delegation of Power.
      The procurement of the goods in MCL HQ and areas by material management department is done through GeM Portal.
      List of major equipments procured at material management department MCL HQ is as :

      1. Procurement of Dumpers below 120T, Dozers upto 450 HP, Electric Rope Shovel upto 20Cu Mtr and hydraulic Shovel upto 10 Cu M capacity
      2. Procurement of Auxiliary Equipment like Water Sprinklers, Graders, Cranes of various capacities, tyre handlers etc.
      3. Procurement of utility vehicles, Fire tenders, Diesel Browsers, Explosive vans etc.
      4. Procurement of PUMPS, DG Sets, VCBs, ACB, Various Panels, motors, cables of various sizes, , trolley mounted high mast tower, high mast tower etc.
      5. Procurement of high value Spare and consumables for equipment
      6. Procurement of fabricated items, Batteries, POL, medicine, medical equipments,  furniture and fitting, office stationeries etc.
      7. Procurement of under IT initiatives like CCVT Systems, BOOM Barriers, Computers, Printers, Multifunction machines and computer peripheral item and consumables etc.
      8. Procurement of revenue items such as cables, OTR Tyre, non-OTR tyre, Pipes, tubular pole, various types of belting, rollers etc
      9. Procurement of other items as and when require

    • B. Warehouse Management
    • In MCL, material requirement of each area is cater by dedicated Regional store. MCL in total has 11 regional stores. Apart from the Regional stores in each area, stores of Lakhanpur Area and Jagannath Area situated at Bandhabahal and South balanda respectively also works as central store. Areas also have Unit store at Mine/project level to cater the daily/weekly requirement of the material. The items procured against the MB’s are stored at central store. The materials as per the requirement of users are drawn from the Regional store/Central Store.
      All the Purchase and store activities are done through dedicated Material Management module of SAP. The informed inventory management decisions are taken from the SAP data which helps in faster decisions.

    • C. Scrap and Disposal

    • The scrap and disposal section of the material Management department in MCL HQ, also looks after the disposal of the scrap material. The disposal of the scrap material is being done as per the uniform scrap disposal policy of Coal India Limited.
      The major list of the scrap items is as follows:

      1. Non hazardous waste: like Iron and steel material generated out of surveyed off equipments, process waste, used and scrapped spares and consumable items etc.
      2. Hazardous waste: Like burnt oil generated out of transmission, engine oils used in HEMM, Batteries used in the HEMM, light vehicle etc
      3. E-waste: Generated out of surveyed off Computers, Multi function Machines, Printers etc.

      It is ensured that statutory compliances is adhere while disposal of hazardous material and e-waste.
