Introduction

Quality Control Department, MCL monitors the Quality Assuranceand Quality Management(supply of sized coal & declared grade coal to consumers)to achievemaximumconsumer satisfaction. It functions under DT(OP), MCL.

About Quality Control

Quality control (QC) is the act of overseeing all activities and tasks needed to maintain a desired level of quality assurance. It includes formation of policies and implementation for quality assurance to consumers and other measures for perpetual improvement.

Our Commitment

MCL is committed to providing assured grade and size of coal to consumers.

Activities

  • Coal Grade Declaration: -QC dept. coordinates with all MCL areas and CCO for Annual grade declaration/interim revisions of grade of coal seams & dispatch points.The grade is declared by nominated owner, MCL.
  • Tripartite Agreements: -To ensure transparency in grade of coal dispatch to consumers, Tripartite Agreements are signed between MCL, Coal Company and Third Party Agency for coal sampling. (It includes collection, preparation, and analysis of coal samples at loading end by third party agencies.)
  • In addition to this, QC dept., ensures availability of infrastructure at all areas which includes sample collection, preparation equipment and 9 NABL accredited laboratories.
  • SAP: -To monitor entry of third party and referee results and initiation for issuance of Credit/ Debit notes to consumers on account of grade variation. It iscurrently being done through SAP-ERP software which ensures transparency and accuracy in financial transactions.
  • Grade Reconciliation: -Monitoring of Online Quality/Grade Reconciliation is being done through Online Reconciliation portal.Difference between Consumer coal grade reports and Third Party Agency coal grade reports are settled by online and offline mode.
  • Grievance Redressal: - Consumers’ grievances are well redressed through online and offline mode.
  • Frequent inspection of Railway sidings, coal stocks, coal faces etc., for ensuring dispatch of proper grade and size of coal to consumers.
  • Continuous sensitization programs on ‘Coal Quality Improvement’ involving grass root employees, such as Surface Miner Operators, Pay loader Operators, Over men, Mining Sirdards, other personnel involved in Sampling, Technical Inspectors, Shift Incharges, Coal Incharges, Dispatch Officers, Siding Incharges, etc. for ensuring dispatch of proper grade and size of coal to consumers.

7 Reduction in number of consumer complaints from 44 nos in 20-21 to 6 nos in 21-22.
8 Significant reduction in incidences of oversize cases at Paradip port as compared to last year. (20-21: 8%, 21-22- 3.5% & 22-23 till date: 2%)
9 ERP implementation to capture the coal sampling data (i.e., MCL lab results, Third Party sampling and referee results) and initiation of credit/debit note/s accordingly.
10 More number of consumers including those under E-auction option were brought under third party sampling regime.
11 Weighted Average Grade of Coal being dispatched to Consumers is at par with weighted average declared grade of coal.
