Introduction

Safety and Rescue Division of Mahanadi Coalfields Limited is apex body for ensuring safe practices and observance of prevalent Rules & Regulations so as to promote safe working atmosphere in its mines. Mahanadi Coalfields Limited has always given highest priority towards "Safety”. Safety is the part of its core process as is embodied in its "Mission”. To attain the safety norms & standards, an Internal Safety Organization (ISO) functions at Corporate, Area and Unit Level. Internal Safety Organization campaigns for safety and conducts various awareness programmes at regular intervals among employees at every level. With sustained growth in production level, ISO makes all-out efforts to minimize rate of accidents over the years. The Safety performance improved significantly over the years with:

  • Collective commitment and synergetic collaboration of Management, Employees, the Regulator (DGMS) and Trade Unions.
  • Use of State-of-the-art technology in the field of Mining Methods, Mining Machinery and Safety Monitoring Mechanism.
  • Continuous improvement in knowledge, skill and responsiveness of work force through excellent safety training and persistent safety drives.
  • Constant vigil and round-the-clock supervision through various agencies.

1st Prize Winner of Coal Minister’s Award in Safety 2021-22 (Conferred to CMD,MCL in the presence of all functional Directors of MCL on 18/08/2022 by Hon’ble Coal Minister Sri Prahalad Joshi in a special prize distribution ceremony held at New Delhi)

Emergency operation - Mines Rescue Station & RRRT attended total 18 number of emergencies/fire-fighting operations, 07 at Mines premises and 11 numbers not related to any mining activity but arising in nearby society/civil township during 2021-22.

Refresher training - 201 Rescue trained persons were imparted refresher training in Rescue & Recovery operation at Mines Rescue Station, Orient Area and RRRT, Talcher Area during 2021-22.

Standard Operating Procedure (SOPs) - Site specific & Risk assessment based SOPs for all mining and allied operations are formulated and implemented.

Safety Management Plan (SMP) - Risk assessment, based on Job Safety Analysis site specific, SMP have been prepared for each mine by involving mine officials and workmen and the same are being reviewed on a regular basis for improving safety standards.

Strata Control and Monitoring Plan (SCAMP) - SCAMP has been prepared and being implemented in all UG mines.

Safety Committee meeting - Interacting and holding meetings with various safety forums like Mine Safety Committee every month in every mine.

Tool Box Safety Talks - Inculcating Tool Box Safety Talks before commencement of work in the mines which are delivered by the Mine Supervisors, Officials, officers (dept & contractual) to the sub-ordinate employees working under them.

Setting up of high quality AV facility in Conference Rooms of MCL.

Safety Culture & Safety Climate - Creation of Safety Culture & Safety Climate among workmen.

Safety Drive - Conducting Monthly Safety Drive in all mines on specific subjects for achieving higher benchmarks on Safety Culture and Safety climate in which PSC members and officers of ISO, MCL also participates. One mine is specifically selected and is inspected by corporate safety members.

Annual Mines Safety Fortnight - A grand safety awareness program was observed through celebration of Annual Safety Fortnight 2021-22 in all mines/workshops/substations/ GVTC/Contractual establishments of MCL successfully from 22nd November to 5th December 2021.

WhatsApp group - Created in all working mines and Safety Video Clips/Animation films on various safety procedures, Dos & don’ts related to mine operations, mine accidents are being prepared and mutually shared amongst all employees. These Video Clips/Animation films are being used widely at different VTC’s and other establishments to enhance awareness on safety at grass root level workmen including contractual work persons.

Safety oath and safety talks - are being delivered in each mine at the beginning of the shift.

Safety Counseling - Personal Safety Counseling of employees are done by Safety Officers. Need based family safety counseling of the employees are done by Safety Officers.

Safety Audit - Completed for 2022-23 assessing safety status of all mines of MCL. Safety Audit also suggested remedial measures for improving safety standards.

Training & Seminars on Safety:

  • Training programme on “First Aid for MCL Employees” conducted at MEETI,CWS(X),Talcher.
  • Special Electrical safety training related to Shutdown Procedure for high tension power supply lines conducted at MEETI,CWS(X),Talcher.
  • Simulator training imparted to HEMM Operators at Tata Hitachi Training Centre, Kharagpur Plant.
  • A seminar on topic “To build a Positive Safety and Health Culture – Let’s Act Together” was organized at MCL HQ on 28/04/2022 on the occasion of ILO’s World Day for Safety and Health at Work.
  • A Seminar on “Traffic Rules and Speed Limits” was organized at Lakhanpur OCP on 03/08/2022.
  • A Short interactive session with Mine Officials, Safety Committee Members and Contractor’s representatives of Lakhanpur OCP & Belpahar OCM conducted on 18/06/2022 at Conference Hall, Triveni, Lakhanpur Area by DMS,Bhubaneswar Region.
  • A workshop on “Best practices in Mechanical & Electrical maintenance in Mines” was organized on 08/09/2022 by Jagannath Area wherein DMS(Mech.) & DMS(Electrical) of DGMS, SEZ, Ranchi participated among others.
